The meetings between Russian President Vladimir Putin, Turkey’s Recep Tayyip Erdogan and Iranian leader Hassan Rouhani came as Syria’s government was preparing an all-out assault on the last rebel stronghold in Idlib province, an offensive that the United Nations warned could prompt a humanitarian catastrophe.
